Indeed, the institution’s order dated August 31 “On notifying students and listeners of transfer to another educational organization” is posted on the official website of the FFEA. The document invites students to formalize consent to transfer, and also states that the conditions and procedure for transfer to another educational organization, information about the new educational organization that has provided consent to admit students and the FFEA student in the order of transfer will be communicated. A schedule has also been posted according to which, from November 24 to November 28, students from 27 groups of the academy will be preparing documents for transfer.

According to information posted on the website of the Ministry of Education, Science and Youth of Crimea in the “Higher Education” section, the Feodosia Financial and Economic Academy is on the list of educational organizations of higher education, including private ones, located in the Crimea. However, judging by the information on the official website of the Federal Service for Supervision of Education and Science, the FFEA does not have a license to carry out educational activities of the institution. There is no academy in the register of accredited organizations carrying out educational activities.

On the official website of the FFEA in the “Licenses” section there is a license and an accreditation certificate issued by the Ministry of Education and Science of Ukraine in 2013 and 2010-2012, respectively. License periods vary depending on the specialty and qualification level, but most of them expired on July 1, 2014 and 2015.

On November 27, a video message from the rector of the Feodosia Academy of Finance and Economics soon appeared on the official website of the FFEA in the “Official Information” section Andrey Salivanov to students, listeners and parents of university students, in which he gives an explanation of the current situation in the educational institution:

On March 16, 2018, the academy reissued the lease agreement, it was registered in the cadastre, all permits from the Ministry of Emergency Situations, Rospotrebnadzor, and anti-terrorism were obtained, it was necessary to equip the building, form a teaching staff, approve and coordinate curricula, programs for obtaining a new form licenses of the Russian Federation type.

The rector of the academy noted that on August 8, documents were submitted to Rosobrnadzor to obtain a license of the Russian Federation type. But due to the fact that this procedure turned out to be longer than previously planned, the documents are still under consideration to this day.

Andrey Salivanov drew attention to the fact that despite the fact that the FFEA is in the process of obtaining a license, the educational institution continues to operate. Today, negotiations are underway with other universities so that a stronger university from the mainland will come to Feodosia, and FFEA would become its branch. But the main condition is that the educational process must take place in Feodosia at the same address, students must study in the same areas, in accordance with the previous qualification levels, but the cost of training should not increase.

Now we cannot guarantee after what period of time we will either be issued a license or will be finally refused to issue it. And then, most likely, the only university in the region and the best volunteer center on its basis will have to cease to exist. But we are taking measures to prevent this in every possible way. I am confident that we will overcome this situation. We have announced a transfer period for students. This gives 105 days to take inventory of our academic and financial relations with students and prepare documents. And if, finally, one of the proposed options that we offer to students fully confirms in writing that it undertakes to provide students with educational services within the framework of the requirements that we impose - the same cost, the same level, direction, then Students will have the opportunity to transfer to this university. Perhaps by that time we will have already received a license and students will not need to transfer. Perhaps the Crimean and Russian authorities, to whom we are turning, will help us obtain a license, will pay attention to us, and we will receive our own license and continue our further activities. But in order to insure students, we started this procedure. We are not going anywhere, everyone is at their jobs. Academy employees are working, preparing documents, since the process is lengthy and takes weeks. There are a lot of students - 520 people. And so that at any time they have the opportunity to exercise their legal right to further education, we are now engaged in this procedure. We will definitely fulfill all the obligations we took to the students, the children will not suffer. We are doing everything to ensure that the university remains,” reports Andrei Salivanov.

At the same time, public information on the progress of consideration of licensing cases in Rosobrnadzor on the official website indicates that the Feodosiya Academy of Finance and Economics sent documents to Rosobrnadzor for the initial receipt of a license on August 8 of this year, and then on September 18, but received a return. The appeal was sent for the third time on November 26. After registration was completed, on the evening of November 28, the status of the case changed to “awaiting a response.”

Also on November 28, information appeared on the FFEA website that a list of universities for transfer will be provided in the near future, as soon as these institutions provide confirmation of the conditions of transfer - compliance of specialties, terms of study, cost of training, title documents. At the same time, it is indicated that previously completed applications for transfer to Synergy are canceled (ed. - Moscow Financial and Industrial University "Synergy").

In accordance with the law, the provision of state services for licensing educational activities is carried out by an authorized structural unit of the Federal Service for Supervision in Education and Science. The presence of a certificate of state accreditation at a university confirms the compliance of the activities of a higher educational institution with federal state educational standards. In case of suspension or revocation of state accreditation, the university can still conduct educational activities and issue documents of its own type, but cannot issue diplomas of the standard established by the Ministry of Education and Science of Russia and guarantee students a deferment from conscription service in the Armed Forces of the Russian Federation.

In case of suspension or cancellation of a license, as well as suspension or deprivation of state accreditation of an educational organization, the founder of the university is obliged to ensure the transfer of students, with their written consent, to other higher educational institutions for state-accredited programs in similar areas of training while maintaining all conditions of study (form and course , as well as the cost of training). Admission to an educational organization is prohibited in case of failure to comply with the instructions of Rosobrnadzor.

Feodosia Financial and Economic Academy was created in 1993. Today the establishment is located in a building built according to information from Feodosia local historian and historian R.S. Likhotvorik in the 90s of the 19th century for a male gymnasium. During the Civil War, the building housed the Konstantinovsky Military School. After the establishment of Soviet power, the technical school of the peoples of the East was located, and then the interpedtechnicum, a teacher's institute. During the Great Patriotic War, it was used by the Nazi occupiers to house a headquarters and a German military hospital. The structure was severely damaged and reconstruction was carried out in the mid-1950s. In the 1960s-1970s, a flight research and testing center was located here. And in the next decade, the House of Pioneers and Schoolchildren was organized in the building. At the end of the 1980s, the façade of the building was damaged during a fire, but for several years the right wing housed classrooms of the training and production plant. In 1997, the building was transferred to the FFEA, and after the completion of repairs by the educational institution, a year later the main entrance was opened. According to the resource Public Cadastral Map of Rosreestr of Russia, this building is registered in the cadastral register, but the year of construction is indicated as 1917.

According to the charter and tax documents, the Feodosia Financial and Economic Academy is a non-profit educational organization of higher education. The cost of training at the academy for one year varies from 45 to 70 thousand rubles. Here they train specialists in the areas of government audit, management, tourism, finance and credit, economics, and jurisprudence.

It remains unclear how, due to the fact that the educational institution did not receive the necessary license and accreditation, students continued to receive tuition fees and were not given guarantees that they would be able to complete their education at this university and receive the appropriate diploma. It is also unclear how the diploma issued by the academy works.

The Feodosia Financial and Economic Academy was created in 1993 as a branch of the Kyiv International Institute of Market Relations and Entrepreneurship - Center "MARKET" (now the Kiev University of Market Relations).

In 1997, the Feodosia branch received the status of an institute, and in 2005 it was re-registered as the Feodosia Academy of Finance and Economics of the Kyiv University of Market Relations.

According to the decision of the Ukrainian Union of Industrialists and Entrepreneurs and the Federation of Employers of Ukraine, the Academy as part of the Kyiv University of Market Relations was determined to be the basic educational institution for training, retraining and advanced training of executives and specialists, managers, lawyers and entrepreneurs who are members of these unions.
